Kurdish COC

The Kurdistan authorities began implementing the Goods Certification Assessment (CBCA) program for all regulated products exported to Kurdistan. The plan is to verify whether the regulated products exported by the exporting country meet Kurdish national standards, regional standards or internationally applicable standards and technical specifications before exporting to Kurdistan. The Certificate of Conformity issued by the certification body and the testing organization will be used to prove whether the controlled product complies with the relevant regulations.

The Cargo Certification Assessment (CBCA) program is implemented on July 1, 2017. Therefore, control products entering Kurdistan on or after that date will require a Certificate of Conformity at the time of customs clearance at the local port or border.

Control products shipped to the Kurdistan port or border will require 100% inspection and more stringent sampling if they do not have a Certificate of Conformity. The compliance assessment process for such goods at Kurdistan ports and borders may result in the goods being held for longer periods of time, which may result in overdue fees. Unless the goods have successfully passed the relevant compliance assessment process, such goods will not be temporarily cleared into the Kurdistan territory.

●Jewelry (except precious metals, gold, silver, imitations)

●Medical equipment

 

3.0. Basic Requirements for Kurdistan CBCA Certification Program

3.1. Application for Certification (RFC)

3.1.1. The exporter shall submit a certification application for the controlled product and provide relevant qualification documents together.

3.1.2. The application can be submitted using a standard certification application form, or the exporter can also use the following options:

3.1.2.1 Long-term certification application

3.1.2.2 ASTRA Trader Port Application

3.1.2.3 Sign Service Level Agreement (SLA) with NormalTCI Nomo Test.

3.2. Application Information / Testing:

3.2.1 Controlled products must have qualified application materials.

3.2.2 The application materials should meet the necessary requirements and can prove that the products comply with relevant national standards, international standards or any existing technical regulations.

3.2.3 If the exporter is unable to produce valid and acceptable application information, the exporter is required to provide the relevant product for testing.

3.3. Inspection

3.3.1 Verify the relevant marking, appearance and instructions requirements by inspection and ensure that the products to be exported are consistent with the products listed on the invoice/certification application.

3.3.2 All goods that have not obtained the registration certificate/registration certificate must undergo on-site inspection, and the goods that have obtained the registration certificate/registration certificate may be selected for sampling.

3.3.3 The inspection results will be recorded through the list of reports or inspection requirements.
