I. Introduction of China Energy Efficiency Label

 

In August 2004, the National Development and Reform Commission and the General Administration of Quality Supervision, Inspection and Quarantine jointly formulated and issued the “Measures for the Management of Energy Efficiency Labels” (hereinafter referred to as the “Measures”), which indicates that China will implement the energy efficiency labeling system.

 

The energy efficiency label is an information label attached to the smallest package of a product or product. It is used to indicate performance indicators such as the energy efficiency rating of the energy-using product, and provides necessary information for users and consumers to purchase decisions to guide users and consumption. Choose energy efficient products. Establishing and implementing an energy efficiency labeling system is of great significance for improving the energy efficiency of energy-consuming equipment, raising consumers' awareness of energy conservation, accelerating the construction of an energy-saving society, and alleviating the energy-constrained contradictions faced by building a well-off society in an all-round way.

 

The "Measures" stipulate that the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine and the National Certification and Accreditation Administration are responsible for the establishment and organization of the energy efficiency labeling system. For products listed in the Catalogue, a uniform energy efficiency label shall be marked on the obvious part of the product or the smallest package of the product, and shall be stated in the product manual. The energy efficiency label adopts the implementation mode of producers or importers self-declaration, filing, and strengthening supervision and management by relevant government departments.

 

China's energy efficiency labeling system began to be implemented on March 1, 2005

 

According to the provisions of the Measures, the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine and the National Certification and Accreditation Administration have formulated and published the "Product Catalogue of the People's Republic of China for the Implementation of Energy Efficiency Labeling (First Batch)" and the "Basic Style of China's Energy Efficiency Labeling". 》, “Household Refrigerator Energy Efficiency Labeling Implementation Rules” and “Room Air Conditioner Energy Efficiency Labeling Implementation Rules” (No. 71, 2004), will take the lead from refrigerators and air conditioners from March 1, 2005. The energy efficiency logo is blue and white, with the words "CHINA ENERGY LABEL" on the top and sticky on the back. It is required to be attached to the front panel of the product. The structure of the logo can be divided into a background information column, an energy efficiency rating display column, and a product related indicator display column. As an information identifier, the energy efficiency label visually indicates the energy efficiency level, energy consumption index and other important performance indicators of the energy-using product, and the energy efficiency level is the most important indicator for judging whether the product is energy-saving, and the energy efficiency rating of the product. The lower the energy efficiency, the better the energy saving effect and the more energy saving. At present, China's energy efficiency label is divided into five levels of 1, 2, 3, 4, and 5. Energy level 1 indicates that the product has reached the international advanced level, and the most energy-saving, that is, the lowest energy consumption; level 2 indicates comparative power saving; It indicates that the energy efficiency of the product is the average level of the Chinese market; the grade 4 indicates that the energy efficiency of the product is lower than the market average; the grade 5 is the market access indicator, and the products below the level are not allowed to be produced and sold. In order to spread awareness of energy conservation and efficiency among various consumer groups, the energy efficiency rating display column uses three manifestations to visually express energy efficiency rating information: first, the text part is “low energy, medium, and high energy consumption”; The part is “1, 2, 3, 4, 5”; the third is the color scale according to the level of emotional arrangement represented by the color, wherein red represents prohibition, orange represents warning, and green represents environmental protection and energy conservation.

 

Therefore, energy efficiency labeling enables consumers to compare the energy savings of different products, enabling consumers to purchase more energy-efficient, more cost-effective products.

 

China's energy-enforced products include: monitors, LCD TVs, plasma TVs, rice cookers, induction cookers, household washing machines, refrigerators, water storage electric water heaters, energy-saving lamps, high-pressure sodium lamps, printers, copiers, and electric fans.

 

Second, energy efficiency certification

 

The energy efficiency labeling system is different from the well-known CCC certification or energy-saving certification system, and adopts the mode of enterprise self-declaration + filing + supervision and management. In order to facilitate enterprises to apply for energy efficiency labeling, the detection and filing process is described below.

 

The first step: product testing

 

Energy efficiency testing should be performed in a qualified laboratory.

 

After passing the test according to the national standards for energy efficiency, our center issued an energy efficiency test report. The test report is an important basis for the energy consumption indicators marked by the product's energy efficiency label. The original report shall be submitted to the Energy Efficiency Label Management Center for review and filing.

 

The second step: making energy efficiency standards

In order to maintain the seriousness of the labeling system, facilitate market supervision, and effectively improve consumer recognition and recognition of the logo, the style of China's energy efficiency label has strict uniform requirements. The basic styles of energy efficiency labels, shapes, colors, patterns and overall layout of various products are consistent, but the dimensions and energy consumption indicators are different. Therefore, the company should produce an energy efficiency label according to the requirements of the corresponding product implementation rules.

Open with CorelDRAW 11.0 or later (with squared font), label producer name, specification model, energy efficiency rating and energy efficiency indicator. Energy efficiency ratings and energy efficiency indicators should be determined based on the test report. The energy efficiency index should not exceed the value range of the corresponding energy efficiency level, and the energy efficiency index of the tested sample should meet the marked value in the energy efficiency label.

 

The energy efficiency label should be printed on coated paper of 80 grams or more, and the adhesive should be stuck in the obvious position of the product or the smallest package. A sample of the identification is required for review at the time of filing.

 

The third step: fill in the record information online

 

First, you must register your business users with the China Energy Efficiency Labeling Network (www.energylabel.gov.cn). Basic information must be provided and registered by the administrator (about 3 days).

 

After registration, log in and add information about product filing, mainly the information marked by the energy efficiency label.

Step 4: Submit the required text materials for filing

 

Submit the following text materials to the China Energy Efficiency Label Management Center:

 

a copy of the producer's business license or registration certificate;

 

Energy efficiency labeling enterprise information form;

 

Energy efficiency label sample; (see step 2)

 

Energy efficiency labeling record form;

 

Energy efficiency test report; (see first step)

 

When it comes to brand licensing or OEM production, you need to provide:

 

Brand use authorization;

 

Energy efficiency labeling record OEM statement;

 

If the producer is an overseas registered company and the importer is also one of the responsible parties, it is also necessary to provide:

 

a copy of the importer's business license or registration certificate;

 

Importer company information form;

 

a copy of the relevant contract entered into by the importer and the foreign producer;

 

After receiving the written filing materials, the Energy Efficiency Label Management Center will generally feedback or rectify within 10 working days. After the completion of the record, it will be published in the China Energy Efficiency Labeling Network. Relevant information can be inquired according to the record number, producer name or model number.
