PSE certification is a mandatory safety certification in Japan to prove that electrical and electronic products have passed the safety standards of the Japanese Electrical and Material Safety Act (DENAN Law) or international IEC standards. Japan's DENTORL Act (Electrical Devices and Materials Control Act) stipulates that 498 products must pass safety certification when entering the Japanese market. Among them, 165 kinds of A products should obtain the PSE mark of the diamond shape, and 333 kinds of B products should obtain the round PSE mark.

Ways for Chinese companies to obtain Japanese PSE certification

Requirements of the Electrical Appliances Safety Law (DENAN)
Japanese buyers must register with the Ministry of Economy, Trade and Industry (METI) within one month after purchasing the goods. Electrical and electronic products within the DENAN catalogue sold on the Japanese market must pass PSE certification. Japan's DENAN divides electrical and electronic products into two categories: specific products, including 115 products; and non-specified products, including 338 products. Certain electrical products must be inspected by the third-party certification body authorized by the Ministry of Economy, Trade and Industry, and the PSE certification certificate issued. The certification is valid for 3 to 7 years, and the PSE diamond logo is attached to the product. For non-specific electrical products, self-inspection and declaration are required to prove the conformity of the product, and the PSE round mark is attached to the product.
DENAN compliant pathways and requirements
According to DENAN requirements, PSE certified products must meet the relevant safety technology standards. There are two technical benchmarks for electrical product safety in Japan:
(1) Japanese Technical Benchmark 1, which refers to the technical standards in Japan, which differs greatly from the technical requirements of the IEC standards and is a unique system.
(2) The Japanese Technical Benchmark 2 is a standard promulgated by the Japanese government in 2002 in accordance with the relevant IEC standards, but not all electrical products have corresponding technical benchmarks 2 standards.
The manufacturer may choose to perform the suitability check according to Technical Standard 1 or Technical Reference 2, and the PSE mark may be attached after passing the test. In general, technical benchmark 1 and benchmark 2 cannot be mixed.
The PSE certification applicant can be a manufacturer or an importer.
DENAN also requires a buyer's name or ID to be placed on the product for supervision and management during future product sales.
The safety responsibility of products imported into Japan is borne by the Japanese importer. Therefore, the importer must keep the test report and inspection record, or check the inspection record through the computer network.
How Chinese manufacturers get PSE certification
Chinese manufacturers must first determine whether the products they are applying for are within the scope of certification approved by the China Quality Certification Center (CQC). Since the current CQC license is based on the technical benchmark 2, the manufacturer must select the technical benchmark 2 to apply for PSE certification. After confirmation, the manufacturer can submit a written application to CQC and submit the sample and technical data to the PSE certification laboratory for type testing. Since both China and Japan are members of the IECEE-CB system, the test report can also be directly converted by the CB report. After the test report is completed, the applicant must provide the Japanese manual or assembly manual, product related structure and parts information, relevant information of the test equipment, factory quality inspection report (including 100% electrical strength test report of the production line, operation inspection record, etc.) And accept factory inspections arranged by CQC. A PSE certificate can be obtained through factory inspection.
